I also think an important question should be:
Is the BPM project dedicated to making a process more efficient (inside-out) or to aligning processes with customer expectations or corporate strategy (outside-in)?

There is no correct answer to this one, but the answer needs to be made explicit so all stakeholders understand the purpose of BPM in their setting. Both Outside-In and Inside-Out approaches give value to an organization.
